AMD and Eviden to build France’s 1st Exascale supercomputer, boosting new AI capabilities

The Alice Recoque system — powered by next-gen AMD CPUs and GPUs — aims to advance sovereign AI, climate modeling, and high-performance computing across Europe.

Europe is accelerating its push toward AI sovereignty and next-generation digital infrastructure as AMD and Eviden, the advanced computing product brand under Atos Group, announced they have been selected to build Alice Recoque, France’s first and Europe’s second Exascale supercomputer.

The new system will be developed under the leadership of GENCI and operated by CEA, supported by EuroHPC Joint Undertaking funding through the Digital Europe Programme and the Jules Verne Consortium. The project has a total investment of €554 million, underscoring Europe’s commitment to scaling high-performance computing (HPC), artificial intelligence (AI), and energy-efficient data systems.

A strategic push for AI sovereignty

Beyond scientific and industrial research, the Alice Recoque supercomputer is expected to play a strategic role in Europe’s financial sector. The system’s AI-HPC “factory model” will allow for the development and training of advanced AI models—critical for financial fraud detection, risk simulations, real-time analytics, and digital asset security.

“These capabilities are increasingly essential for the fintech ecosystem,” said analysts familiar with the project. “From anti-money laundering workloads to large-scale digital payments modeling, exascale computing offers unprecedented computational power.”

Dan McNamara, senior vice president and general manager for Compute and Enterprise AI at AMD, highlighted the significance of the milestone.

“Alice Recoque represents a major step forward for European sovereign AI,” he said. “This platform is purpose-built for scale, energy efficiency, and scientific discovery, supporting Europe’s leadership in AI and HPC.”

While Alice Recoque is based in Europe, its ripple effects could reach Filipino developers, researchers, and fintech innovators.

By advancing AI and HPC models, the system will generate research insights, open-source algorithms, and technological best practices that can be leveraged globally — including in the Philippines.

Filipino data scientists and fintech companies could gain access to cutting-edge AI methods for risk modeling, digital payment optimization, and fraud detection, helping local firms stay competitive in a fast-evolving digital economy.

Additionally, the project underscores the importance of building high-performance computing infrastructure and AI talent locally. As Europe invests in AI sovereignty, the Philippines can draw lessons in workforce development, ethical AI standards, and scalable HPC deployment.

Programs that train Filipino developers in these technologies could empower the country’s tech ecosystem, fostering innovation in fintech, healthtech, and climate modeling applications that benefit society at large.

Inside Alice Recoque: Europe’s next AI and HPC powerhouse

The system will be powered by AMD’s next-generation processors and accelerators, including:

  • AMD EPYC “Venice” CPUs
  • AMD Instinct MI430X GPUs—the latest in the MI400 series designed for sovereign AI and scientific computing
  • AMD FPGAs, integrated through Eviden’s high-performance BXI interconnect into the BullSequana XH3500 platform

With more than one exaflop of expected HPL performance, Alice Recoque aims to become one of Europe’s leading systems for double-precision HPC workloads. It will support critical use cases such as climate modeling, digital twins for personalized medicine, materials innovation, and next-generation European AI models.

Exascale power, lower energy footprint

Energy efficiency is a key design priority. Despite its performance, the 94-rack system uses 25% fewer components than comparable exascale systems and delivers up to 50% better energy efficiency per GPU.

Each AMD Instinct MI430X GPU supports 432 GB of HBM4 memory and delivers 19.6 TB/s bandwidth — enabling high-throughput AI and HPC workloads while reducing operational overhead.

Eviden’s fifth-generation Direct Liquid Cooling technology, paired with Argos intelligent monitoring software, is expected to further optimize energy usage — an important factor as Europe pushes toward greener computing.

For Emmanuel Le Roux, Group SVP and Global Head of Advanced Computing and AI at Eviden, the project represents a shared European vision for technological sovereignty and scientific excellence.

The supercomputer will serve as a cornerstone in Europe’s long-term digital strategy —strengthening its AI readiness, boosting research competitiveness, and supporting industries including fintech, cybersecurity, and energy.
